House Passes Long-Term Highway Bill

The House passed a more than $325 billion, six-year surface transportation reauthorization package and agreed to a bicameral conference on the legislation during a final round of votes Thursday that wrapped up a dizzying three days of floor debate.

The House voted 363-64 to adopt a package of House amendments to the Senate’s six-year authorization passed at the end of July. That action effectively amounted to the House making its version of the bill an amendment to the Senate's version, thus putting the two measures on the same legislative vehicle.

They got warmed up early Tuesday evening, when the support of nearly every Democrat made it possible for 127 Republicans to circumvent GOP leadership and pass legislation to reopen the Export-Import Bank.

The bipartisan, 313-118 victory was made possible through successful execution of a "discharge petition," a quirky procedural maneuver that forces floor consideration of any bill within a certain window of time, provided enough members sign on in support.

McConnell Won’t Guarantee Vote on Ex-Im
 

Senate Majority Leader Mitch McConnell did not promise floor time to consider a reauthorization of the Export-Import Bank on Tuesday, but suggested the legislation could be attached to a long-term highway bill. 

“For the Ex-Im supporters, of which I am not one, I gave them an opportunity on the highway bill and the supporters got 65 votes,” McConnell said. “So that’s — it’s pretty clear there are a significant number of senators who support it. The way to achieve Ex-Im, if it’s going to be achieved in the Senate, would be in the context of the highway bill."

Minority Leader Nancy Pelosi announced Friday that 218 members had signed a discharge petition that will create an Oct. 26 vote to reauthorize the Export-Import Bank.

Pelosi, speaking at her weekly on-camera news conference, said Democrats would support the discharge petition from Tennessee Republican Stephen Fincher for the Ex-Im Bank, as long as Fincher collected enough signatures from Republicans first so that, with the addition of the Democratic Caucus, it would trigger a vote.

Senate to Accept 3-Month Highway Bill
 

The Senate will accept a House bill to provide a three-month extension of highway programs, as well as preventing a veterans funding shortfall.

Senate Majority Leader Mitch McConnell, R-Ky., said Tuesday the Senate will take up the highway extension from the House that will run to Oct. 29. He also said the House will pass a long-term bill that will ultimately go to conference with the Senate's long-term bill.

Sen. Ted Cruz, R-Texas, accused his own majority leader of effectively lying to fellow senators about his intentions Friday, in a floor speech that could have serious repercussions.

“The majority leader looked me in the eye, and looked 54 Republicans in the eye. I cannot believe he would tell a flat-out lie. And I voted based on those assurances that he made to each and every single one of us,” the GOP presidential candidate said. “What we just saw today was an absolute demonstration that not only what he told every Republican senator, but what he told the press over and over and over and over again was a simple lie.”
